Franklin County Schools (FCS) is proud to announce that all four of our district’s preschool programs have earned quality performance ratings through Kentucky All STARS, the statewide early childhood rating system established under Kentucky Administrative Regulation 704 KAR 3:015.
Three of our sites achieved Level 5 STARS, the highest possible rating in the state of Kentucky, and one site achieved a strong Level 3 STARS designation.

Franklin Early Learning Village – STARS Level 5
Collins Lane Elementary – STARS Level 5
Bridgeport Elementary – STARS Level 5
Westridge Elementary – STARS Level 3
Each site’s Kentucky All STARS designation is valid for three years, effective from August 1, 2026, through August 1, 2029.
Kentucky All STARS is the Commonwealth’s expanded quality rating and improvement system for early care and education programs. Studies show that children enrolled in high-quality early learning environments build stronger language, math, and social-emotional skills at a critical stage of development.
To earn Level 3, 4, or 5 certification, preschool sites undergo evaluations and environment assessments across four main categories: Classroom and Instructional Quality, Family and Community Engagement, Staff Qualifications and Professional Development, and Administrative and Leadership Practices.
Earning these certifications showcases our educators’ commitment to high-quality instruction and nurturing environments for our students, staff, and families.
